Your UAE Real Estate Brokerage Must Be Registered. Is It?

Under Federal Decree-Law No. 10 of 2025 and Cabinet Resolution No. 134 of 2025, every real estate brokerage supervised by the Ministry of Economy and Tourism (MOET) is legally required to register on the UAE Financial Intelligence Unit’s (FIU) goAML portal – regardless of transaction volume or report history.

Who Must Register

  • All UAE mainland and commercial free zone real estate brokerages (excluding DIFC/ADGM)
  • Entities classified as Designated Non-Financial Businesses and Professions (DNFBPs)
  • Registration is triggered by your licensed activity – not by whether you have filed a report

What the Process Involves

Stage 1 - SACM (Services Access Control Manager) Registration

  • Appoint a qualified Money Laundering Reporting Officer (MLRO) / Compliance Officer
  • Register on the FIU’s Services Access Control Manager (SACM) platform
  • Submit your Trade Licence, MLRO Emirates ID/Passport/ Resident Visa, and Authorisation Letter
  • Verify email and set up Google Authenticator to generate your secure portal access code

Stage 2 - goAML Entity Registration

  • Log in and complete full entity registration at uaefiu.gov.ae/goaml
  • MOET reviews and approves your application
  • Upon approval, receive your unique Organisation ID – your permanent FIU identity
